Tetra Tech administers EPA Region 4 Targeted Brownfield Assessment (TBA) and EPA Headquarters Office of Brownfields and Land Revitalization (OBLR) Technical Assistance activities, as well as range of environmental liability, assessment, environmental remediation, geotechnical, and brownfield redevelopment engineering and planning efforts for its clients.
On contract with the US EPA Region 4 through its TBA efforts and with the US EPA OBLR through its Technical Assistance efforts, Tetra Tech has continued to assist the City of Paris in concert with the State of Kentucky Brownfields Program conduct Phase I ESA and Phase II ESA assessments, and provide community engagement and a preliminary market and financial feasibility study on proposed site reuses at the former Solid Waste Incinerator and Transfer Facility.
Tetra Tech is also assisting the Bluegrass Area Development District (BGADD) as it applies for a $1.2M FY 2025 U.S. EPA Brownfields Coalition Assessment Grant. This Brownfield Coalition includes the City of Paris, KY. The FY2025 Brownfield Coalition Grant Proposal may be found on this page.

Adaapta, LLC is a Colorado-based, woman-owned-and-operated small business enterprise with over 30 years of experience serving the brownfields industry at the intersection of economic development, planning, and environmental issues. Adaapta concentrates on real estate analysis, market feasibility, risk management, and project financing to help municipalities and community stakeholders successfully revitalize brownfields through all stages of planning and development.
Staff from Adapta, LLC are operating under EPA Financing Task Order (FTO) as Regionally-Directed Technical Assistance providers. In the Spring of 2024, Environmental Protection Agency (EPA) Region 4 identified the Former Paris Incinerator (“the site”) in Paris, Kentucky, as a candidate for Technical Assistance (TA) under the Office of Brownfields and Land Revitalization’s (OBLR) Regionally-Directed Funding and FTO.
Adaapta’s scope of work for the FTO TA, under Tetra Tech's direction included participating in community engagement activities during a site visit, conducting a preliminary market and financial feasibility study based on proposed reuses, completing preliminary research of potential funding sources, and developing a resource roadmap for the community that outlines future steps in the redevelopment process.

Supporting Cast - ICMA TAB
Staff from International CIty/County Management Association - Technical Assistance to Brownfield Communities (ICMA TAB) provided EPA funded brownfield technical assistance to assist Paris, KY. The Technical Assistance to Brownfields Program (TAB) provides free services to communities and stakeholders to help them tackle their brownfield challenges. TAB programs assist in addressing brownfields sites and serve as an independent resources for communities to increase their understanding and capacity for brownfield assessment, cleanup, revitalization, and reuse. ICMA TAB provided Direct Technical Assistance by ICMA TAB staff during its TAB grant through its closing in September, 2024. The TA effort exceeded $40,000 in value to Paris, KY.
TAB programs are funded by the United States Environmental Protection Agency and are authorized by the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Brownfields Amendments, the same act that authorizes Superfund programs.
Specifically, ICMA TAB helped community members and local leaders review additional brownfield conditions in Paris, KY; identified and researched challenged properties in Paris, KY; created a brownfield inventory to assist with community prioritization for intervention for sites to buttress the next EPA Brownfield Coalition Grant application; and created this community engagement portal / website to share the redevelopment challenges, efforts, and opportunities in Paris, KY.
